Mildred was born June 3, 1934 in Weches, Texas to John and Josie Holcomb, she was one of nine siblings. She graduated high school there and was so proud of being a star volleyball and basketball player.

Mildred loved to work hard, be it keeping her house immaculate, in her yard, or serving up burgers and chicken fried steaks to the oilfield people she loved in Loco Hills. She enjoyed a long career waitressing at the cafes in Loco Hills, Maljamar, and Cedar Lake Lounge. She worked for Rowland Construction as a receptionist. Dancing and listening to country music were beloved pastimes. She loved a party and a reason to "put on the bling". Christmas was always a special time to her as she treasured having her kids and grandkids and great-grandkids all together. She was a past member of the First Baptist Church in Loco Hills.

She was preceded in death by her parents, siblings Latham, Jessebell, Richard "Dick", Archie, Charlie, R.P. "Buck" Holcomb and Letha Sheffield, husbands James Shipman and R. C. Waters, and longtime companion Doc Livingston.

Survivors include sister Thelma Curry and husband Ralph, children Richard Waters, Frank Waters and wife Jacque, Larry Shipman and wife Lee, Pamela Alvarez and husband Edward, and Sarah Waters. Great-grandchildren include Hadley Alvarez, Jace and Jackson DeLong, Reece,
